I ALWAYS recommend doing this. Drill oversized holes and fill with PB. Example. If you are needing a 1/4" hole drill a 3/4" hole, mix up some "HOT" PB (use a little extra catalyst so it will set up faster) and fill the hole. (or use some 5 minute Epoxy and thicken it the same way) When it hardens, Drill the 1/4" hole. that way you NEVER have to worry about water intrustion into the transom. If you don't want to do that, then use 3M 4200 and coat the heck out of the hole and the screw/bolt when you install it.
