Hope you don't mind, I was looking at your numbers using this prop calc.

With the numbers you gave, it shows a 23" prop would give you that performance with an 8.75% slip which seems very reasonable. If you can get 4500 rpm with the same or slightly less slip you'll hit 60.
Keep it in the water brother.
I am not sure of the pitch. It looks like a custom prop and has had some work done to it. I was hitting around 4000 rpm before I let off. The chop was really working against me.
