How freaking lazy are those people in that state that they can't do it themselves?
As stupid as this law is , I do have to say that this statement is probably just as stupid.

Human nature is to ridicule or minimize something that they don't understand. Few other areas have the population density, geography, or atmospheric conditions as in the Los Angeles basin. The steps taken in California may be construed by some as being unnecessary but it's quite a different matter when you fully consider the conditions.

Without the drastic steps imposed by CARB, the L.A. basin would probably be uninhabitable to oxygen breathers by now.

True, they can breathe easier, now they can't pay their taxes. Its catch 22, no easy way out.
In MA they will read your codes at the auto store but will not clear the code.
Its to stop people stopping off just before inspections.

Not really sure what motivates some people. Are they just jealous of how nice it is here in relation to their state?

This is true, but MA works the same way as CA. We have adopted the majority of CA emissions laws. Someone who simply clears the MIL and goes for an inspection is going to be surprised when they fail because they don't have enough intermittent monitors "Ready". State law dictates vehicles 2000 MY or older can have up to 2 I/M monitors not ready and 2001 and newer can have only 1 intermittent monitor not ready (on average most vehicles have 5-6 intermittent monitors). If the vehicle failed its previous inspection with a catalyst code, the catalyst monitor must be "Ready" with no codes stored during the next inspection.

What CA is doing is asinine. People should have a right to know whats setting the MIL on their vehicle.
This just reinforces how truly silly "The peoples Republic Of California" has become.

The intent was not to have a Kragen minimum wage guy giving advice on smog repair. Anyone is allowed to have a code reader.

Who's to say the Kragen minimum wage guy doesn't have good advice?:D

Wage doesn't always dictate knowledge. The guy at the corner shop with a scan tool could give me equally lousy advice, and I'd most likely paying him for it to boot.

What it comes down to is treating people like adults. If I own a vehicle thats registered to drive on public streets, it's my responsibility (I.E. I pay for the repairs) to maintain that vehicle to meet local emissions requirements. If I want find out why my MIL is on, is it reasonable that the government says I either pay for a diagnosis at a shop, or cough up the money for a code reader that I may never use again? Is there really that much harm done, because I paid nothing to know what P code is tripping the MIL, and the dude who works the counter at (fill in the blank)Auto Parts gave me his $.02 on the code?

What would be the justification between my buying a $40 reader and having the store loan it to me to do the reading? Same advice and knowledge.

I bought my own reader and it has saved me as well as quite a few others a lot of money, especially my buddies that own Powerstrokes or Cummings diesels, troubleshooting those types of engines around here costs a minimum of $100 bucks, and their troubleshooting consists of the exact same thing I do for them for nothing...the local parts stores around here won't plug their scanner into a diesel truck for any price, I think they have some kind of deal going with the diesel mechanics!

There is no law in California that you can't read your own codes. The intent that is if you go to a shop to have your codes read that they know what they are doing.

I agree that its an unnecessary "nanny" law that we in California get all the time. I just read my codes with my own code reader.
