Before spending money on a fix, I think you should find out why the boat is leaning in the first place. It didn't do it when it was new, and it shouldn't do it now.
Are you sure that the boat is loaded evenly?
Is it possable there is water under the floor or saturated foam?
Is water draining/changing location in the bilge when turning that causes a continued lean?
If you counter steer, will it straighten up?
Did anyone make changes to the boat, adding live wells, more batteries, etc?
Is the skeg broken or bent?
Is the trim tab on the motor set up correctly?
Is the hull clean or covered with growth?
I hate to see you spend money without at least knowing why the boat is not handling correctly.
I got the tabs on and the boat lists less. I am thinking it may be due to the prop? Is that possible. I asked in the prop forum - the prop I am turning is an inch bigger in diameter but steeper than the original prop. I notice it lists more the faster I go. Also just moving people around will level the boat out. As to your other questions:

Most of the load is people and they tend to move around some what I can get the boat level at cruise by having people move to the right locations.

Their could be saturated foam, I hope not but I don't think it is responsibile for this as the boat sits level at rest or idling forward

Is the trim tab on the motor set up correctly? Yes there is no Torque steer so it must be working.
Is the hull clean or covered with growth? Nope clean trailer queen.
