I don't know about your location, but here in the Nations wind comes up awful strong. Those trailers would be swept into the drink in just a couple of minutes. A concerned citizen would place a note on them to tell the owners of such danger. If an astute concerned citizen was worried about the trailers being stolen, then a hitch lock would be appropriate on the coupler, just to keep theives away. The owners would have a bunch of time to realize how grateful they are that no one took their trailers by the time they found who had the key to the hitch lock.
