What is this Black Box thing?

Hello All,
New to the forum. Mods if this is in the wrong section I apologize. I have a 1984 25' Cruisers Inc. Sea Devil. On the starboard side of the transom, there is a black box looking thing. It spins like a valve and I think it opens or shuts something?? I thought maybe it was for the drain for the live wells or for the fish boxes but those seems to still drain out no matter what position I am in?? Any advice? Thanks.

Inside or outside the boat? Above or below the waterline? A picture would be useful.

A picture would go a long way toward a solution since your description is of little help. A spinning black box isn't very descriptive. Any hoses on it? Any electrical wires on it? How big? Is there a label on it somewhere?

on the transom, above the waterline. It not inside or outside the boat, its on the transom/Gunnel? Agreed A pic would be useful. I will try to get one emailed to me or see if I can find one on the web.

Agreed on the picture. Its a black rectangular box shape, which is atop a round circular peice of plastic. All one peice. No visible wires or plumbing on it. No label. I will try to get a pic.

I been on a variety of boats and have never seen this before?? Def not a rod holder.....no "hole" to insert the end of the fishing pole. No hole at all.....Up in the Northeast I know of no one who uses downriggers but this boat did come with one???? I never used one so I am unsure. I will draw a picture of it. It's quite simple.

I tried to attach a drawing. Please pardon my artistic skills. I will try to get an actual pic as well. I don't think its a blower because I do not see a switch for a blower or a fuse etc.

and Yes the boat does have a prop. The drawing is NOT to scale.

I was thinking blower at first, but it might have been a valve for the gas tank that was removed or something.

Spin? some sure do....push down on a lever and she will turn.....another latch is for releasing the downrigger from the mounting plate.

If its on top of the transom in the cornner it is probley the mount for a downrigger I have 2 on my boat one on each side and yes some spin and some do not try and see if a make or name may be printed on it.

That sure looks like a swiveling downrigger mount to me. Now the trick will be to figure out what brand, so you can get the matching downrigger.
