    Capacity is just a tad over a quart..fill it so its when operating properly that oil level is just below fill cap fully trimmed up. Mark your problem is either the manual release is faulty or down pilot valve in pump

    Either inner baffle plate warped/gasket blown out, lower seals bad. cracked block or chipped reed. If inner baffle plate has blown need to have block resurfaced to true flat and new plate with resiweld epoxy.

    That is the emulsion jet tube. The holes before/after step controls the fuel transition from off idle to WOT. I change to larger holed ones these all the time on my Predator motors I build for my racing go-carts. Attached is pick on how it works..
