    Rare 9.5 x 12.5 OMC Propeller (13 spline ) for a 9.9 / 15

By what? Compared to a 13" pitch? Unless the blades are a special design like a high thrust. Not worth the time. Probably why it only lived one yr in the parts book. Look how many props are out there with a .5" pitch increment.

    Shift Shaft Removal 20HP

#41 in your diagram is the shift cam. Against that sits a spring loaded pin and once the cam is out the pin pops out farther than it was. So putting the cam back in is a pain in the butt, it's a strong spring. That's why if you take the bearing carrier out the prop shaft moves out and also the...

    Stop the prop from spinning

Very Common. Yes it is a feature of mostly for the easier starting of carbureted motors. It locks out the gear shifter so you can start it easier by using the throttle only function. Generally EFI motors do not need that feature, but it is built into the control so you get it.

    Shift Shaft Removal 20HP

No there is a stepped cam on the bottom of that shift shaft. A spring loaded pin sits against that, if you pull the shift shaft out the pin slides back and almost impossible to get it back in. Besides that extension looks like it is for the top of the shaft. .
