    You can use polyester resin to seal the plywood. I would use a decent plywood like AC or BC. If you can laminate some fiberglass cloth on the surface and edges of the plywood, that would be much better. Spar Polyurethane would be second choice, obviously without the cloth.

    If power to both solenoids at the same time, likely the switch or wiring is bad. If power going thru solenoids when switch is off, I suppose both could be stuck, although I have never seen that. That is not good for PTT motor either.

    A lot of outboard motors are fogged when put up for winter storage. Perhaps it is fogging oil burning off. It could also be last years mixed fuel or fuel with a winter storage additive. Both can smoke a lot.

    That sounds like a fuel delivery issue. Pump the primer. If that fixes it, rebuild the fuel pump. Clean/replace all fuel filters, clean the antisiphon valve in the fuel line at the fuel tank. Some fuel tanks have a filter on the pickup that can get clogged.

    The control valve bolts thru the plate to the reservoir body. Simply remove those bolts and the control valve, with the hoses attached will come off, exposing the plate and it's 4 orings, 2 on each side of the plate.
