    Use a propane torch !----Near that head bolt and head will loosen / rotate.------Remove bypass covers to look at pistons and rings.-----Motor likely needs complete tear down.

    If you remove the hose from that port you will see leakage with motor running.----With the hose on there is only flow until the tank gets pressure.-----Pressure bleeds off when motor is not running.-----Repair any leaks found on fittings.

    Well----.5 PSI ( 1/2 PSI ) at idle means that you have a lousy gauge or something is wrong.-----You are sure the key is driving the impeller ?-----And are you using a factory impeller or some aftermarket good deal ?

    A few shops I know (all freshwater motors ) do not do any rebuilding anymore.-----Labor charges add up too quick.----Electronic parts / sensors must be checked as well.-----All takes too much time.-----Customers do not want to wait.

    The blue wheel is used so that 1 person can move it from a truck and into the water.------It flips up once boat is floating.----Not sure why the OP is reluctant to raise the motor a bit at a time ??-----It was suggested long ago ( a month or more ) and it might not take much.-----Might change...

    The only way is to test.---Make some 1/4" shims.----Raise motor 1/4" with first shim and test.----Repeat as needed.
