    I may be wrong but it looks like those coils would have something in the 250-350 ohms range from coil HV output to ground wire

    Starter Solenoid?

    OP stated .. When I turned off the main switch the starter did stop spinning. I suspect main switch means the key switch here and the key switch itself not being in series with the starter bat. feed circuit, would it not be more likely a defective start button or possibly something...

    I doubt stator voltages would influence a basic continuity test on the coils I tried looking up coil values but did not find the info anybody ???

    selenoid may have sticky contacts or the start button may have sticky contacts either way the starter can't run without juice so those 2 options needs a look at my money is on a sticky start button because shutting the main switch dropped the selenoid / starter

    and all 4 coils are open on secondary side. (tested between the spark plug boot and ground)... hum ??? boot to frame ground open may simply tell you that a- the pin pricks and spring coil in the boots are oxydized b- the plug cable connexion to the coil is oxydized ( parts pictures...

    you can try a good decarb like POWER TUNE from Mercury follow instructions . Some folks like SEAFOAM some don't ... BRP also makes a decarb product ..... a good strong run may be all it needs to rid the cobwebs from the innards

    I agree a new top is best of course but just for a trial, seeing this a hairline crack it should soak a touch of crazy glue . a top layer of Bondic should do the rest. Bondic is pretty amazing stuff and sets up hard in 3 seconds using the provided UV lamp. ..just like dental repairs.

    Amazing that an oldy from the 50s can look pampered or mint condition run like a top and simply be piece of manufacturing history yet a somewaht more modern engine can look like an abused oldy ready for the junk yard :-( :-( .

    When do you replace the fuel filter?

    I think the filter is porous metal so it won't deteriorate much a good cleaning or two should do you can always remove it and install an in-line filter on the incoming fuel line (easier to maintain, and you can see if crud made it's way in from the tank

    try soaking lacquer thinner then cover the both ends with one end with a 1/ 4 openning to blow dry it repeat a few times

    relays are identical . in this latest picture one is flipped 180 degrees pin 87 is the actuator pin from the up and down switches +12v supply and pin 86 is the ground side of the coil blue -white and green -white are the "activate" wires to energize the relays.. one at a time...
