Check the fuel contents, might be a bit of water, or gunk in the carb. Could be anything after sitting thru the winter. Might just need to get and run it hard for a bit

The kill switch needs to be connected. By disconnecting power is removed from the coil
12.36V is 70% charge, full charge is 12.6 to 12.7, could also be the meter accuracy

Not knowing anything about the boat, the growth leads me to think the OMC system (Mercathode for Merc) is not working. The Anode should be depleting indicating it is saving the drive(s).
This isn't happening so I do wonder why. Maybe @kenny nunez may have an idea
Difficult to replace in the water, but not that bad because drive tips up. Best to do before it goes in. The material needed depends on what kind of water your in
