    I still don't know what exact motor your working on. This is why I've asked for the serial number. It appears to be MPI from the pic with a 555 ECM but there have been a few different mods happen over the years

    Use a wire or long skinny blade screw driver. You want to know if that was the problem by trying to get something out of the holes. Using enough air might fix the issue but won't tell you if it was the hole or the RTV

    Mixer screws won't cause it to flood and not start, it won't idle very well. Run through the TBV troubleshooting "exactly" as shown to test for spark. When it says to rapidly ground the wire several times fast, that's what ha to be done

    Yes you can reuse the gasket, might use some acetone to clean the oil off before applying RTV The drains are in bottom corners of the head (left and right) on the exhaust manifold sides. Search GM head drain holes, pics will show up

    Ya know if your return oil galleys in the head are partially clogged could be another issue. Why it doesn't leak until your at high rpm With cover off use something and probe them in the corners. There open and just drain back to the pan

    What metal ring in the exhaust? There is a hose clamp but a ring? Most B3's just use a exhaust tube and not a bellow

    Which needle does the carb have, the one with or without the spring tip? If it has the spring tip as part of the needle the float needs to be lowered slightly. Is the 5.5psi read while the motor was running or benched tested?

    What is the motors serial number? Does the motor start easy but just won't increase above 2000 when in gear? Have you done a compression test? What is the fuel pressure reading?

    Should not need shimming An overheat will not hurt the flywheel Flywheel teeth has some marking but don't see anything that showing it needs replaced Load test the Bat, clean the connections including ground connection on the block. If that doesn't improve it, most likely need another starter
