    Thanks much for the info. That's interesting about the head gaskets, it makes sense that corrosion could be a problem there over time. I'm probably cursing myself by saying this, but having grown up around boats here I guess I've been fortunate to not have to deal with a bad head gasket yet...

    Pop the thermostat cover off and start it briefly with the hose attached or the lower unit in water, if you get water pouring out then water is reaching the motor.     If it was plenty of water then it would be pumping water, it's not getting enough for some reason. A bucket or trash can will work, just be sure you fill it above the top of the water pump.

    It sounds like it's running lean, did you buy an OEM carburetor or aftermarket? Double check for air leaks. Also a bad spark plug can make it act lean, replace the spark plugs. A crack in the cap can also cause problems, don't bother trying to fix it, replace the cracked cap.

    Not enough water to the ears. Also look to see if there's a vent, such as under the anti ventilation plate (above the prop) where water might be coming out. You've got to supply enough water to the ears that the pump is fully flooded with water.

    https://www.boats.net/product/honda/41200-ZW1-003 It's possible Mercury made the lower unit for that motor, or Honda made that lower unit for Mercury. Rebranded parts (and entire motors) is not uncommon on smaller motors.

    Does the little 3.5HP not have the tank under the cowling like the 6HP does?

    Usually as gas gets warm the pressure inside the tank will increase. When you loosen the cap, can you tell if there's pressure or a vacuum? That brings up another idea, depending on the fuel you're using and IF the tank is under the cowling with the motor, maybe you're getting vapor locked?

    I would consider that a safety issue and definitely replace the part with a new one. Losing throttle control can be dangerous. But do follow @ahicks advice and make sure you get enough threads on both sides to get a good attachment.

    Alternatively, hot 4-strokes flood easily. If it's still hot when you're trying to re-start it, try no choke and opening the throttle half way or all the way while you're pulling the rope, just be ready to turn it down the moment it starts.

    Is that motor EFI? If yes, then a temp sensor could definitely affect how and if it runs. The ECU will use the temperature to adjust the fueling, and if the sensor isn't reading then the ECU might think the temperature is really off from the actual temperature and either flood the motor or not...

    There seems to be a number of them on eBay, some 3rd party and some used OEM. I would personally start with a used OEM carb and expect to have to really clean it (ultrasonic cleaner, etc..), but my personal limited experience with aftermarket carbs is they work, but the OEM one usually works...
