You didn't mention the carbs.....did you clean/rebuild them, check the floats, etc.....install a clear inline filter between fuel pump and carbs to see if fuel is flowing or not. How long has this engine been "non running" ?
You could install a clear inline fuel filter between the pump and the carbs.....not so much for filtering but to give a visual that the pump is working...something like a Fram G2 or similar.....
Some folks have said they got no water out of the tell tale while on muffs.....either not enough water pressure from hose or muffs not sealing good. Could try using a deep bucket with the water about 6 inches or more above the cavitation plate.....see what happens....FYI

Don't know the law where you are, but if you do that where I live the mechanic can put a lien on your car, boat or whatever.....and repossess it until you pay. Would have to fight it in court.....it is a racket designed to protect the shop.
He can "make it right" if he wants to.....hope he does for your sake. A full refund would be the best you could hope for.
I will add that these old Force/Chrysler motors are only practical to own if you can do all of your own work.

Aint it amazing that shop didn't even test it before telling you it was "ready"? And you paid good money for shoddy work. The cost of a manual is less than one hour of labor at most shops. With a manual and this forum you can...
The tester you have will show if there is spark or not, but not how strong....use it to see if spark on all cylinders. The ones with adjustable gap will show how strong the spark is.....like being able to jump a 3/8 inch gap. I use one like this...
You are right. Nothin about the banjo bolt in there. Think I saw some of those shafts available on marineengine.com…..so if you have to go to town on them there are replacements out there.
