Others will disagree with me but I omitted that outside wooden transom piece from both my restores. I do not feel it serves any purpose. You do not see that piece on newer aluminum boats or any fiberglass boats. Even if you seal it very well, it seems the forces of the motor will eventually compress it a bit in the middle which flares the edges of the plywood allowing water to penetrate, rot, and leak. I'd suggest you leave it off, or if you feel you need something there, go with a composite material or a piece of aluminum.
