Floor underlayment uses the same glue as ext. grade plywood. It typically uses Fir for its Laminates. I personally see no reason not to use it. Again, for me, it's all about encapsulation techniques, care and maintenance. If all of these are good and sound, then the wood core as long as it's adequately strong can be just about anything.
