    My 1989 manual calls for 1 3/4 turns out from lightly seated. Might start there. If the engine starts, let it warm up. If you get popping (lean sneezing) turn counter clockwise about 1/8 turn -- repeat process until engine smooths out.

    ^^Agree. You can hear and see the water is too shallow. Run it about half way up the leg. Check temp at top of head with IR tester, just to be sure (160F would be overheating).

    Describe how you cleaned the carb. Aside from the air/fuel adjustment (carb), there is also a throttle adjustment. Look for a plastic screw under the pan on the right side (facing the motor). Adjust both the throttle idle and carb air mix to obtain the right idle setting.

    Might jump the starter directly from your truck or auto. Pos to the post on the starter, neg to the starter mounting. Pos connection first, neg last. Short test in case starter is binding (i.e., just touch the jumper connection and see in the bendix operates.)

    Unhook the remote cables at the motor, and check the motor linkages. If correct, would reattach the cables to match the motor linkages/settings, adjusting cables with the plastic wheels. Possible the cables are an incorrect length, but more likely badly adjusted.

    The stator appears to have some damage at the coil in the 4 o'clock position. Base appears to be chewed up, possibly with a piece missing. Pics can be deceiving, and don't know if issue would be relevant -- but worth checking.

    ^^agree. That cracked flywheel is dangerous. What's the story with that hole? Looks like a homemade observation hole -- if so, could likely have unbalanced the wheel imo. Also had a sister motor ('62, I think), and ran real well -- smooth and quiet. Your '63 is worth fixing.

    If the motor is too big (and probably the wrong shaft length), I think I would sell it as is and look for a smaller one with a regular shaft length. A 9.9 is a good choice -- maybe smaller if you are looking for a fishing motor. Work on a motor you can actually use.

    Check compression so you have a baseline on your motor. Test with plugs out. Pull it over until the needle stops moving, then record finding. You need a solid stand when trying to pull it over with plugs in -- preferably on the transom of boat, but may not be up to that yet. Agree with above...

    Don't overlook hull condition on your boat. If it sat out while waiting for repower, there will be water under the floor or soaked into the flotation foam. Once up on plane it apparently runs well -- could have something to do with water weight evenly distributed. Post compression numbers...

    "As far as I know" means it needs to be checked. Always disconnect remote cables at the engine, and operate shift and throttle at the engine.
