It does seem OP had the carb work done in post #10 in theory eliminating that option & leading to a possible pump problem...... my thinking being that at higher RPMs the pump is getting a lot more pressure pulses from the crankcase to have it pull in more fuel for distribution to the carbs...

    79’ Evinrude 70 Bogging

recheck the fuel pump operation especially the pulse hose for air airs due to cracks or loose clips. you checked the diaphragm but actual pump operation can only be confirmed by measuring fuel pressure output to carbs....something I have never done mind you. FP are not terribly expensive...

    1977 Evinrude 15hp pull start

yes that is what I have but the bolts you have in the kit don't fit the FW holes on top . Buy what you need (3) at the HW store with 3 nylon lock-nuts and some flat washers to keep the bolt heads from slipping thru the trianle opennings . Bend the flat washer 90 deg. on one side to fit...

    RD-25D 40 HP reconditioning

well the main reason is that they wont "screw in" to the standard but newer screw pin coil vs the old HV PIN magneto coils used on the oldies since te early 50s... easy underneath routing may also be a problem

    1977 Evinrude 15hp pull start

The above illustrated puller with inverted nylon nuts is probably the cheapest you will find. No.... it is not OEM stuff $$$ but works fine on small OBs . The inverted nuts will keep the depth of bolt insertion in the FW even and keep the bolts in place so you don't go loosing any.
