    If you turn the low speed screw and nothing happens your carb is probably dirty. Soak it and blow it out with compressed air.

    Get a factory manual. When you cleaned the carbs did you do the calibration pockets.

    Your measurement means nothing. The important measurement is from the top of the transom to the cavitation plate. You have a 20" motor on a 20" transom nothing wrong there. That is what motors look like when they are mounted correctly.

    Pretty sure Tohatsu licenses Optimax technology and calls it TLDI. So there might be some crossover on parts.

    The OPs lower was built in 86 not recently. It was a junk design from the beginning. It was meant for 6 and 8 hp motors anything bigger and they started getting torn up.

    For anyone owning a Mercosil 15/20/25 hp motor. Change the water pump every 2 yrs and use good quality oil. The motor will last a good long time if you do those 2 things.

    It does not surprise me at all that shaft looks like that. The 9.9 Mercury does not have the most robust lower unit, Frail and easy to damage. McCulloch never made a 9.9.

    Sounds like it was not torqued correctly. If you used loc tite 518 it needs 24 hrs to set up without primer.
