    The high rpm described in your first post indicate lean running, imo. Its similar to unhooking the tank to run gas out of the carb -- rpm increase just before engine dies for lack of fuel. You want the lean effect when adjusting a carb, as that indicates the sweet spot (absent stalling).

    Those jam nuts on the needles need to be snug against the carb body -- loose enough so you can make adjustments, but tight enough to keep the needles from wobbling around with engine vibrations.

    should charge at 13.8 or 13.9 volts if the battery has a full or nearly full charge. Check for corrosion at all wired connections, starting with the battery cables.

    What's the story with the bashed up (seemingly) domed cap on the top of the idle circuit? Maybe you were working on removal when the pic was taken (#20); if it's the finished product, I'll suggest it needs to be sealed -- won't be able to dial in the mix without a tight seal.

    If there is an issue with the lower unit, shifting through the gears with the engine running would presumably have shorted the switch. If that's the case, replacement of that expensive little switch would probably not be the best first move -- but maybe on the agenda.

    There is a shift switch in the controller, and it might be worth checking that (available, if expensive). It fits in the electrical half of the box (also available).

    Set the rub arm of the points at the high point of the cam, and timing will take care of itself.
