I would see this as the cylinders needing new seals. Fluid is leaking past the piston in the cylinder. Rebuild the cylinders is fairly cheap and easy enough

Not seeing a pic being able to reshape threads, maybe the correct tap could, but it would need to start the cut exactly like it needs to. Post a Pic and maybe we can advise @Rick Stephens
If (always a IF) you need a new bearing

Put your fingers in the current bearing and if its still smooth, put some more grease in it and continue using. If its ruff, replace
The ECM controls the motor based on inputs from sensors. If you open the throttle 3/4 then the ECM says you want 3/4 power. The TPS was not opening all the way, so motor is not getting full power.
The MAP vacuum is not going to near zero so ECM says things agree, 3/4 throttle and 3/4 power...

When the rpm's are increased in neutral the vacuum can increase do to more CFM being drawn in. It all goes according to the graph above. At WOT there is next to no vacuum
The TPS should be 4.5V at WOT. Disconnect the linkage and see if you can get it to increase. If it will go up to 4.5V then check into the throttle linkage as to why its not moving that far
Might be something as simple as a small stick, rock, some grass or weeds in the mud. As its dragged along its pressed open just enough so when the rode starts to come up it slips off. No way of knowing without watching

Snap hook and anchor do not go together. Takes very little to press in on the snap and release the anchor. If you don't want to store the anchor where the rode is, then just use the screw pin shackle
For the most part, once gas starts going bad, adding fresh to it just makes more bad gas. All the additives IMO are sales gimmicks, other then things like Satbil which is used before it goes bad

Use some dawn and sprary more water in. Let it slosh around some and drain it back out. Might need to do it a few times. Rag on a stick might help get the hard to reach spots
Having it at the shop I'll assume they had it running on a hose at idle and it did ok?
Need at least 1/2 throttle and later would idle, I would lean toward the carb was flooding. Might have had a spec of crud in the needle seat and it sitting for some time, it dislodged and starts working ok...
